1. Difference: Registration vs. Mutation
A common misconception among first-time property buyers is assuming that receiving the registered Sale Deed from the Sub-Registrar completes all legal obligations. It does not.
- Property Registration: Carried out under the Registration Act, 1908. It legally establishes the transfer of property title from the seller to the buyer.
- Property Mutation (নামপত্তন / দাখিল-খারিজ): Carried out under the West Bengal Land Reforms Act, 1955. It records the buyer’s name in the state government's land revenue database (Record of Rights / Khatian) and municipal tax ledgers.
2. The Two Types of Mutation in West Bengal
Depending on where your property is situated, you may need one or both of the following mutations:
- BL&LRO Mutation (Block Land & Land Reforms Office): Done via the Banglarbhumi portal. Required for all land parcels and standalone buildings to generate an updated Record of Rights (RoR / Parcha) in your name.
- Municipal Mutation (e.g. KMC, Bidhannagar, NKDA): Required to update the assessment book of the civic body and generate your annual property tax bill (Khajna / Assessee Number).
3. Required Documents Checklist
Ensure you have crisp scanned PDF copies of the following documents before starting your online application:
- Copy of the registered Sale Deed / Gift Deed (including endorsement sheets and sketch map).
- Previous Record of Rights (Parcha / Khatian) showing the seller’s mutated ownership.
- Up-to-date Land Revenue Receipt (Khajna) paid up to the current fiscal year.
- Registered Chain Deeds (prior title documents for at least 12-30 years).
- Legal Heir Certificate / Succession Certificate (mandatory if inheriting ancestral property).
- PAN Card, Aadhaar Card, and valid mobile number of the applicant for OTP verification.
- Affidavit declaring total landholding does not exceed the ceiling limit under the Land Reforms Act.
Starting with a New Property Purchase?
Before applying for mutation, make sure your initial stamp duty and registration fees were calculated accurately.

5. Mutation Fees Slabs in West Bengal
Under the West Bengal Land Reforms Rules, mutation processing fees are assessed per Decimal/Cottah based on property classification and location:
- Agricultural Land in Gram Panchayat: Nominal fee (approx. ₹20–₹50 per decimal).
- Non-Agricultural / Bastu Land in Municipalities: Approx. ₹100–₹300 per decimal.
- Commercial / Industrial Land: Higher statutory schedule rates.
- Fees are paid directly online through the GRIPS payment gateway integrated into Banglarbhumi.
6. KMC Flat Mutation Procedure
If you have purchased an apartment within Kolkata Municipal Corporation limits (Wards 1 to 144):
- Visit the KMC official portal (kmcgov.in) and navigate to Assessment Collection > Online Mutation.
- Provide the parent premises Assessee Number.
- Submit flat details, super built-up area, and car parking allocation.
- KMC inspects the building plan and issues a distinct Assessee Number for your specific flat.
- You will now receive separate quarterly property tax bills directly in your name.
7. Common Grounds for Rejection & Solutions
• Seller’s Name Not in Khatian: Ensure your seller completed their own mutation before executing the deed with you. A deed executed by an unmutated seller requires a chain hearing.
• Area Discrepancy: Double-check that the decimal/cottah conversion in the application matches the deed schedule exactly.
• Sali (Paddy) Land without Conversion: If you built a home on agricultural land, apply for Land Conversion (Section 4C) before or concurrently with mutation.
